Dolphine Ndeda—During the African Union Summit in Accra in June 2007, African Heads of States agreed to subject the African Union to a comprehensive audit review. This decision was received by many as a gesture of their commitment to explore the potential of our revered organization. Three months after the report was produced in December 2007, nothing much has been said or done about it, other than referring it to a Ministerial committee, which will sit in April. There is still with no assurance on its implementation or a time frame on what is to happen thereafter.

Abdalla Bujra, Executive Director DPMF, Member of the Audit Panel—As part of the Grand Debate on the Union Government, the Accra Summit in July 2007 took two important decisions, among others. Firstly the Assembly set up a Ministerial Committee of ten to look into the different aspects of a possible Union Government; and secondly the Assembly requested an Audit of the African Union. For this purpose, a High Level Panel of 13 Africans were appointed by the Chairperson of the African Union to conduct the Audit.

Professor Adebayo Adedeji, CFR, Chairperson High Level Panel—The initiative to undertake the audit of the African Union is one of great historic significance. That the African Heads of State agreed that their revered organisation and their African Union policies, programmes and projects should be subjected to a wide-ranging and comprehensive audit review marks a turning point in the history of pan-Africanism.

At the AU Summit in July, 2007 it was argued that while “all member states accept the United States of Africa as a common and a desirable goal”, the Executive Council recommended an audit review of the state of the Union to identify the areas where significant improvement has to be made to accelerate the African integration process. The High-Level panel to review the African Union presented its final report, AUDIT_REPORT.doc, for discussion and adoption at last week’s Executive Council meeting in Addis Ababa. However, a decision was once again postponed as it was agreed that African Foreign Ministers should hold an extraordinary meeting in three months for decision on implementation of the recommendations of the panel, thus further delaying final decision until at least the next AU Summit in July 2008.
