University of Toronto economist Garth Frazer asks an intriguing question: With plenty of low-skill, low-wage workers at its disposal and with plenty of cotton for T-shirts, why has Africa never stepped "onto the bottom rung of the manufacturing ladder" - the first step in the rise of Taiwan, Korea, Singapore, Hong Kong and China? What went right in East Asia and wrong in Africa? An authority on African economic development, Prof. Frazer suggests an intriguing answer: In a stunning instance of unintended consequences, he says, African progress has been pre-empted for 30 years by the donations of used clothing to charitable thrift shops throughout the industrialized world. Call it - as a seasonal reference, at any rate - the bah-humbug principle of benevolence.
