East African Legislative Assembly Meets

(Press Release) -- The Second Assembly of the East African Legislative Assembly (EALA) is scheduled to hold its 6th Sitting in the old Chamber of the National Parliament of the Republic of Kenya in Nairobi from 12 to 23 May 2008.

The Assembly, presided over by the Speaker, Hon Abdirahin Haithar Abdi, will debate and approve the Budget Estimates for the East African Community for the Financial Year 2008/2009 and the Appropriation Bill 2007. The EAC Council of Ministers considered and approved, on 18 March 2008, the Community’s Budget Proposals amounting to US$ 30,561,232 for the Financial Year 2008/2009 pending the debate and approval by the EALA. Allocation of the approved budget is as follows: East African Community Secretariat, US Dollar 16,289,023; Defence Liaison Unit, US Dollars 696,276; Directorate of Customs and Trade, US Dollar 1,871.842; East African Legislative Assembly, US Dollars 6,819,609; East African Court of Justice, US Dollars 2,443,657; and Lake Victoria Basin Commission, US Dollars 2,440,825. The Chairman of the Council of Ministers of the East African Community and 1st Deputy Prime Minister/Minister for East African Affairs , Republic of Uganda, Hon Eriya Kategaya will present the Budget Proposals to the Assembly on Thursday, 15 May 2008 at 2.30 p.m.

According to the Programme released by the Clerk of the EALA, Mr. Justin Bundi, on Tuesday 13 May, 2008, Members will also debate the State of EAC address made by the Chairperson of the Summit, H.E President Yoweri Museveni on 26 February 2008 at the EALA Chambers in Arusha, Tanzania. The Assembly’s House Business Committee will meet on Monday 12 May 2008; Agriculture, Tourism and Natural Resources Committee on Wednesday 14 May 2008; Communication, Trade and Investment Committee on 19 May 2008; Legal, Rules and Privileges Committee on 20 May 2008; and the General Purpose Committee on 21 May 2008.

A three-day Seminar for the Members on Aid Effectiveness, Political Parties and Media by the Association of Western European Parliamentarians for Africa (AWEPA) from 24-26 May 2008 will conclude the 6th Meeting of the 2nd EALA in Nairobi, Kenya. The East African Legislative Assembly is the legislative organ of the East African Community. It has legislative functions as well as oversight of all East African Community matters.
