Free expression and journalist organisations prevented from holding a Forum on freedom of expression

The Coordinating Committee set up by the Gambia government to oversee the African Union Summit has blocked the organisation of a forum on freedom of expression. In a letter sent on the 19th June 2006, to The Association of Non Governmental Organisations (TANGO) copied to the Kombo Beach Hotel where the Forum was supposed to be held, the General Coordinator of the summit, Mr. Bolong Sonko, former Minister of Foreign Affairs of the Gambia told the hotel management to put on hold the freedom of expression forum until government approves it.

Free expression and journalist organisations prevented from holding a Forum on freedom of expression in The Gambia

Dakar, 22 June 2006

The Coordinating Committee set up by the Gambia government to oversee the African Union Summit has blocked the organisation of a forum on freedom of expression.

In a letter sent on the 19th June 2006, to The Association of Non Governmental Organisations (TANGO) copied to the Kombo Beach Hotel where the Forum was supposed to be held, the General Coordinator of the summit, Mr. Bolong Sonko, former Minister of Foreign Affairs of the Gambia told the hotel management to put on hold the freedom of expression forum until government approves it.

The reasons given by the Coordinator as stated in the said letter are that the topics of the forum are not part of the proposed topics to be covered by the NGOs meetings during the African Union Summit. This clearly shows the lack of commitment of the Gambian authorities to freedom of expression, human rights and the Africa Union Constitutive Act.

The freedom of expression forum was singled out by the Gambian authorities while other civil society meetings received approval. This decision clearly indicates that the ‘Topic’ of the forum which is “Freedom of expression in Africa” is a major challenge to the Gambian authorities who are preoccupied mainly with polishing their image during the African Union Summit.

It is scandalous to subject an NGO forum to government approval. This decision is a clear testimony that the Gambian authorities’ are not ready to work with any critical civil society organisation that dares to expose human rights violations that are currently taking place in the Gambia.

The African Union offers a new framework for good governance, respect for human rights and the rule of law. It is shocking that despite hosting the African Union Summit, the Gambian authorities persist in their crackdown on free speech and basic human rights.

Background

The Freedom of Expression forum will be organised prior to the African Union Summit by ARTICLE 19 in partnership with the Gambia Press Union (GPU), Media Foundation for West Africa ( MFWA), Media Institute of Southern Africa, (MISA) the All Africa Editors Forum, Panos Institute for West Africa, The Inter African Network for Women, Media, Gender Equity and Development (Famedev), the International Federation of Journalists ( IFJ), the West African Journalist Association (WAJA), High Way Africa Conference, SABMiller Chair of Media and Democracy and Media Rights Agenda and other members of the Network of African freedom of Expression Organisations ( NAFEO).

The aim of the Forum is to provide in-depth knowledge of the Declaration of Principles on Freedom of Expression in Africa and other African Union mechanisms including the African Peer Review Mechanism. The Forum will focus on how these mechanisms could be utilised at the national and regional levels to strengthen freedom of expression. It will also address key freedom of expression challenges and highlight the threats in many parts of the continent. The Forum will also seek to reinforce the work of existing freedom of expression and journalists networks in Africa and to encourage them to utilise the mechanisms of the African Regional Human Rights System.

Des organisations défendant la liberté d’expression et de journalistes interdites de tenir un Forum sur la Liberté d’Expression en Gambie

Le Comité de Coordination mis sur pied par le gouvernement de la Gambie pour superviser le Sommet de l’Union Africaine s’est opposé à l’organisation d’un forum sur la liberté d’expression.

Dans un courrier adressé le 19 juin 2006 à l’Association des Organisations Non Gouvernementales (TANGO) dont copie a été envoyée à l’hôtel Kombo Beach Hotel où le forum devait se tenir, le Coordinateur Général du sommet, M.Bolong Sonko, ancien Ministre des Affaires Etrangères de la Gambie, a demandé aux responsables de l’hôtel de surseoir au forum sur la liberté d’expression jusqu’à ce qu’il soit approuvé par le gouvernement.

Les raisons évoquées par le gouvernement telles que stipulées dans ladite lettre, prétendent que les thèmes du forum ne font pas partie des thèmes proposés qui doivent être traités par les rencontres des ONG durant le Sommet de l’Union Africaine. Ceci montre clairement le manque d’engagement des autorités gambiennes en faveur de la liberté d’expression, des droits de l’homme et de l’Acte Constitutif de l’Union Africaine.

Le forum sur la liberté d’expression a été traité avec indifférence par les autorités alors que d’autres rencontres de la société civile ont reçu leur autorisation. Cette décision indique clairement que le « thème » du forum qui est « La liberté d’expression en Afrique » embarrasse sérieusement les autorités de la Gambie qui veulent redorer leur blason à l’occasion du Sommet de l’Union Africaine.

Il est scandaleux de conditionner un forum d’ONG à l’autorisation d’un gouvernement. Cette décision est un témoignage évident que les autorités gambiennes n’entendent travailler avec aucune organisation critique de la société civile qui risque d’exposer les violations des droits de l’homme qui ont cours actuellement en Gambie.

L’Union Africaine offre un nouveau cadre pour la bonne gouvernance, le respect des droits de l’homme et l’application de la loi. Il est choquant de constater que bien qu’en abritant le Sommet de l’Union Africaine, les autorités gambiennes persistent dans la répression de la liberté d’expression et des droits élémentaires.

Le Forum sur la liberté d’expression sera organisé en prélude au Sommet de l’Union Africaine par ARTICLE 19 en partenariat avec Syndicat de la Presse Gambienne (GPU), la Fondation pour les Médias en Afrique de l’Ouest (MFWA), l’Institut pour les Médias en Afrique Australe (MISA), le Forum des Editeurs, Institut Panos Afrique de l’Ouest, Inter African Network for Women, le Réseau Inter-Africain des Femmes, Médias Genre et Développement (FAMEDEV), la Fédération Internationale des Journalistes (FIJ), l’Union des Journalistes de l’Afrique de l’Ouest (UJAO), High Way Africa Conference, SABMiller Chair of Media and Democracy and Media Rights Agenda et d’autres membres du Réseau des Organisations pour la Liberté d’Expression Africaine (NAFEO).

L’objectif du Forum est de fournir des connaissances approfondies sur la Déclaration de Principes sur la Liberté d’Expression en Afrique et les mécanismes de l’Union Africaine, notamment le Mécanisme Africain d’Evaluation par les Pairs (MAEP). Le Forum va se focaliser sur la façon dont ces mécanismes pourraient être utilisés au niveau national et régional pour consolider la liberté d’expression. Il va également s’intéresser aux défis majeurs de la liberté d’expression et faire la lumière sur les menaces dans différentes parties du continent. Le Forum va également chercher à renforcer le travail des réseaux luttant pour la liberté d’expression et les réseaux des journalistes en Afrique et les encourager à utiliser les mécanismes du Système Régional pour les Droits de l’Homme.
