In July 2002, African leaders dissolved the Organisation of African Unity (OAU) and created the African Union (AU). By emphasising on democracy, good governance and respect for human rights as necessary pre-requisites for development, the AU makes a significant departure, at least in theory, from the modes operandi of its predecessor which was known for its long-held principle of ‘non-interference in the internal affairs of sovereign states.’ In July 2012, the AU will celebrate its tenth anniversary. The event is an opportune moment in stocktaking the state of democracy in Africa since the establishment of the AU.

These activists were part, over the last year, of the inaugural Fahamu Pan-African Fellowship (FPAF) programme. With local action and an African vision, the FPAF aimed to support a cadre of energetic, visionary and innovative activists. The Picture of Resistance documentary and accompanying picture book [PDF] record the contribution of ten of Kenya’s community activists who daily resist oppression and dare to build alternatives. This month’s newsletter takes special focus on the Rwandan Cessation Clause and the danger it poses to Rwandans who need protection and refuge. Insisted upon by Rwanda and supported by UNHCR, the Cessation Clause would revoke the refugee status of Rwandans throughout most of Africa at the end of this year, creating a crisis for Rwandan refugees and those who provide them legal aid. In response, please consider lending your support to the call to urge UNHCR and its Member States to continue to protect Rwandan refugees. If you do so right away, the Fahamu Refugee Programme can carry your views to the Executive Committee of UNHCR and representatives of its Member States at their annual meeting in Geneva, 3–5 October 2011.
