An Unblinkered Look at Africa
Joan Baxter

Joan Baxter eloquently exposes the diversity of Africa, the injustices Africans have faced and the strengths that have helped them weather adversity. Demystifying Aid This pamphlet from Pambazuka Press shows that 'development aid' is not what it purports to be - the effects of actions of well-meaning allies in the North who support aid to Africa for reasons of ethics or solidarity are, unfortunately, the opposite of their good intentions.

Perspectives on Emerging Powers in Africa: December 2011 newsletter

Deborah Brautigam provides an overview and description of China's development finance to Africa. "Looking at the nature of Chinese development aid - and non-aid - to Africa provides insights into China's strategic approach to outward investment and economic diplomacy, even if exact figures and strategies are not easily ascertained", she states as she describes China's provision of grants, zero-interest loans and concessional loans. Pambazuka Press recently released a publication titled India in Africa: Changing Geographies of Power, and Oliver Stuenkel provides his review of the book.

17th October 2006 is International Day for the Eradication of Poverty. It is also the day when the Mayoral Committee will discuss the By-law on Streets, Public Places and Prevention of Nuisances. The NGO Task Team will take the opportunity to highlight the plight of the poor and impact of the proposed By-law and consequences thereof on the lives of poor, unemployed and homeless people of Cape Town at a press conference.
The NGO Task Team, together with several other organisations and individuals, made submissions to the City of Cape Town opposing the By-law because certain provisions within the By-law
- Serve to unfairly discriminate against poor and vulnerable members of the community;
- Are counter to the municipality's responsibility in terms of developmental local government;
- Amount to 'bad' law in that they are unenforceable and rely on subjective qualitative evaluations; and
- The public participation process falls far short of what is necessary to meet legislated requirements to work with citizens and groups within the community to ensure sustainable improvement to the quality of their lives.
The NGO Task Team places on record that the By-Law fundamentally infringes various provisions of the South African Constitution. Accordingly the NGO Task Team reserves the right to challenge the constitutionality of the By-Law on these and other issues in a court of law at a later date if the By-Law is promulgated.
