This seminar covers core management features and tools of health financing.
The main focus is led on health insurance, whereas the management tools
might be of interest for any financing aspect of health management (hospital
management, management of the Ministry of Health, pharmacy, project management, financial management of AIDS prevention, reproductive health, etc.). Target Group: Participants of the GTZ-supported Health Projects in Africa, Health profes-
sionals and health insurance managers with a minimum of 2 years experience.

cal Cooperation) organizes the above Workshop. Presently there is still ca-
pacity to fit in external participants.

Contents Overview
This seminar covers core management features and tools of health financing.
The main focus is led on health insurance, whereas the management tools
might be of interest for any financing aspect of health management (hospital
management, management of the Ministry of Health, pharmacy, project manage-
ment, financial management of AIDS prevention, reproductive health, etc.).
The features covered are:
* Risk management
* Financial management
* Transaction cost analysis
* Health insurance as integral part of the health care system
* Practical experience in training methods in order to apply the theories
and tools
Overall aim
* To enable GTZ health management staff, their counterparts and other health
professionals and managers to understand and apply the concepts and prin-
ciples of financial health management and
* to improve their personal and technical skills for this task and
* to increase their knowledge about new training methods for further dis-
bursement.
Furthermore, the participants should become aware of the new concept of
Health Insurance development, the CHIC (Center of Health Insurance Compe-
tency) concept, and develop a certain idea of its application in their
country’s background.
Objectives
At the end of the seminar the participants should be able to:
* Demonstrate knowledge and understanding of the principles of health fi-
nancing management;
* Describe a global overview of financial management activities in different
contexts;
* Describe the basic principles and processes of social health insurance and
get an impression how and to what extent it could become a useful part of
the existing health care system of the partner country;
* Understand key aspects of the CHIC concept and generate an idea of its im-
plementing within a national health system including strategic management
of change;
* Extend the knowledge of management training methods, especially the CEFE
methods.
