Open Society Initiative for West Africa
The Open Society Initiative for West Africa (OSIWA) seeks a Program Officer
to lead and oversee the foundation's HIV/AIDS and Human Rights Program. The
Program Officer will work closely with senior staff at OSIWA to develop the
HIV/AIDS and Human Rights Program.
The overall mission of the Open Society Initiative for West Africa (OSIWA)
is the promotion of open society where good governance, basic freedoms, and
citizens' empowerment prevail. OSIWA is dedicated to building a West Africa
where civic participation is vibrant and where citizens understand
democracy's essentials as well as its strengths and limitations. OSIWA seeks
to add value to civil society organizations through support to catalytic and
innovative initiatives. Program priorities include:
- human rights, notably women's political and economic empowerment
- democracy, encompassing constitutional review mechanisms and electoral
reform;
- media, incorporating community radio and electronic information for
libraries;
- economic reform to foster accountability and combat corruption
- legal and justice
OSIWA became fully operational in 2001 with the opening of a regional office
in Dakar, Senegal. The Dakar office is responsible for funding and program
development in all OSIWA countries except Nigeria, which has its own program
office in Abuja. OSIWA covers 18 countries, with priority focus in Ghana,
Guinea, Ivory Coast, Liberia, Mali, Nigeria, Senegal, and Sierra Leone.
Working with the Executive Director of OSIWA, program managers and other
staff, the Program Officer will be responsible for:
RESPONSIBILITIES:
- Contribute to the strategic planning and program development for the
HIV/AIDS Program
- Manage the HIV/AIDS Human Rights Program
- Identify and support neglected issues in HIV/AIDS and human rights
especially regarding basic freedoms and empowerment (eg. stigma, civil
society and public participation, transparency)
- Oversee all grantmaking activities for the program
- Identify partnership opportunities and leverage funding from other donors
- Act as OSIWA's primary liaison between OSI-New York's Network Public
Health Program
- Conduct research and write reports on HIV/AIDS related issues in West
Africa
- Track international HIV/AIDS funding for West Africa, including Global
Fund, Gates Foundation, World Bank, etc.
QUALIFICATIONS:
- 5 years related work experience
- Knowledge of HIV/AIDS and human rights issues
- Program management experience
- Masters in Public Health or equivalent training
- Strong writing and research skills
- Technical experience in evaluation and monitoring
- Strong commitment to health and human rights
- Familiarity with civil society organizations in the region
- Excellent written, verbal and organizational skills
- High level of self-motivation and ability to work independently
- Fluency in English and French
- Experience working in West Africa
