What a good observation Issa Shivji has made! It is high time to reflect on these issues, however, politics have always dominated and diverted the good course of such arguments. While Tanzanians and other people from developing countries blame the World Bank, IMF and other bilateral and multilateral institutions, our leaders have a case to answer before the citizens.
