SNV is a Netherlands International Development Organization that mobilizes

local organizations with the goal of making them better equipped for their work
in structural alleviation of poverty among women and men.
SNV has been working in Uganda since 1989. At present SNV-Uganda has a
regional concentration in West Nile, Western Uganda, Luwero Triangle and
Karamoja in the thematic areas of local governance, private sector development
and water and environmental sanitation (WES). In WES sector SNV supports the
technical support Unit (TSU) of the Directorate of Water Development (DWD). To
enhance the support SNV Uganda is looking for an: Organizational Development
(OD) Advisor who will be stationed in Arua district for an initial period of
One year with possible extension.
The advisor will be a team member of TSU operating in 5 West Nile districts
(Adjumani, Moyo, Yumbe, Arua and Nebbi). The TSU has been established by DWD to
develop the capacity of the District Local governments (DLG) to implement the
District WATER Supply and Sanitation programmes which is funded under the
Poverty Action Fund (PAF). Currently the TSU has three members; a water
engineer (team leader), a social scientist and a planner/management advisor.
Considering the team composition, it was felt appropriate to strengthen the
team with an OD advisor.
** The main tasks to be executed through this posting are:
- Introduce OD in the TSU and operationalise it
- Enhance networking and linkages capacities of TSU;
- DLG capacity building to improve: planning, management, supervision,
monitoring and evaluation;
- Facilitate the collaboration of DLG, Non Governmental Organizations (NGOs)
and Private Sector organizations (PSOS);
- Facilitate DLGs NGOs, and PSOs to develop and stregthen functional
structures, systems and procedures for improved service delivery;
- Facilitate the process of Organizational Self Assessment (OSA) and
development in DLGs, NGOs and PSOs.
** Candidates should have the following qualifications and experiences:
- University degree
- At least 3 years working experience and specialization in OD
- At least 3 years experience in working with DLG, NGOs, and PSOs
- Proven ability in the field of capacity building/development
- Proven ability to integrate gender approach as advisor
- Excellent organizational skills
- A good knowledge of decentralization policy and DLG processes
- Computer literate, acquainted with MS Word, Excel, Access.
** Additional Information
The advisor will be based in Arua district, with frequent travelling to the
other 4 West Nile Districts. Details on Employment conditions which include
secondary conditions i.e. health (for self and family),schooling (for children)
facilities will be discussed during the selection procedure.
The closing date for the applications is on the 1st of August 2001.
Shortlisted applications will be notified before 8th August 2001. Selection
will take place on 16th -17th August 2001. The candidates who will pass the 2
days selection procedure will be invited for a final interview with the SNV
Uganda Director on the 23rd Of August 2001. The successful candidate is
expected to take up her/his duties per the 1st of October 2001.
