HUMAN RIGHTS ADVISER FOR EAST AFRICA
Purpose:
Working with Foreign and Commonwealth Office (FCO) staff in London and the
region, the Human Rights Adviser for East Africa will be based in Nairobi and
seek to promote greater respect for human rights in East Africa.
Duties and Responsibilities
. To develop a regional overview of human rights performance in East
Africa, reporting to Human Rights Policy Department (HRPD) and Africa Command;
. To co-ordinate production of Posts' Human Rights Strategies
. To establish a full range of political/NGO/donor/commercial and other
contacts, and to use them in developing human rights policy and projects for
Posts in the region;
. To encourage greater respect for human rights in East Africa,
including by encouraging countries to ratify and implement relevant UN and
regional human rights conventions;
. To co-ordinate for Posts the identification, design, development,
operation, monitoring and evaluation of human rights projects for funding
under HRPF and CPB;
. To advise, where appropriate, civil society groups on the range of
domestic and international remedies available to victims of human rights
violations and abuses, and to assist in briefing various NGO and other groups
on human rights issues;
. To maximise the impact of posts' human rights work, by promotion,
where appropriate, in the media and with other audiences (e.g. other
governments, NGOs, institutions), in the region and the UK;
. To assist in mainstreaming human rights considerations into work of
Posts in the region, including DfID and British Council offices;
. To co-ordinate for Posts the monitoring and lobbying on human rights
performance in individual countries;
. To develop Posts use of human rights as a framework for analysing and
developing policy;
. Where appropriate, to investigate and assess human rights violations.
Skills required:
. knowledge of international human rights standards and instruments;
. East African experience;
. experience of identifying and implementing human rights projects;
. good communication skills and initiative;
. experience of analysing and developing policy.
