Overall description of the assessment
The main aims of the independent assessment are as follows:
a. To monitor the implementation of work set out in SOAT¡¦s annual workplan.
SOAT is keen to learn the opinion of the assessor on how feasible its work
plan was, and to what extent targets stated therein were realisable in terms
of their effective translation into activities on the ground in Sudan, Cairo
and London.
b. To evaluate the effectiveness and outcomes of project outputs in Egypt,
Sudan and the UK.
SOAT wants to learn from an independent assessor his/her view of the
quantitative and qualitative difference its projects made to direct
beneficiaries, of the involvement of beneficiaries or intended beneficiaries
at all stages if the projects, and how projects reach those most disadvantaged
in Sudanese society.
Tasks and responsibilities of the assessor
By visiting the UK, Egypt and Sudan offices, the project assessor will:
a) Assess SOAT¡¦s annual workplan, addressing the following points:
"X how was the workplan devised and who was involved in this process
"X the respective roles of regional and head office in drawing up the
workplan
"X to what extent the workplan accurately reflects the needs of
beneficiaries
"X to what extent the workplan addresses the needs of those most
disadvantaged in Sudanese society
"X how the workplan addresses the need to make SOAT¡¦s work relevant to,
and its projects available to, all sections of society equally
"X to what extent goals laid out in the workplan were realistic and
feasible in terms of their implementation on the ground
"X how each office monitors implementation of the workplan
b) Evaluate the outcomes of project outputs in Sudan, Egypt and the UK,
addressing the following:
"X the effectiveness of projects in each of SOAT¡¦s 6 programme areas as
follows:
1.The medical treatment and rehabilitation programme
2. Legal aid program
3. Training and human rights education programme
4. Monitoring of human rights violations programme
5. Lobbying and campaigning
6. Research and documentation
"X the involvement of beneficiaries or intended beneficiaries at all
levels of the project, from planning to evaluation
"X the quantitative and qualitative difference made to the lives of
direct beneficiaries by project outputs
"X the relevance of projects, their content and outcomes, to beneficiaries
"X the extent to which projects were a) relevant and b) made equally
available to those most disadvantaged in Sudanese society, most notably women,
children, people from Southern Sudan, and internally displaced people
The assessor will be expected to produce a written report covering all of the
areas outlined above.
It is anticipated that the assessment will take approximately 8 days: 2 day in
London, 2 in Cairo, 4 in Khartoum,
