Un directeur de publication condamné à six mois de prison

(JED/IFEX) - Michel Ngokpele, directeur de publication du journal "Le
quotidien de Bangui", paraissant à Bangui, la capitale, a été condamné, le
26 juin 2003, à six mois de prison ferme par le Tribunal correctionnel de La
Lobaye, ville située à 105 kilomètres de Bangui, pour "diffamation par voie
de presse" et "incitation à la haine ethnique".

Selon les informations obtenues par JED, "Le quotidien de Bangui" a publié,
mi-mai, un article faisant état des malversations financières intervenues à
la Pharmacie de cession de l'hopital de M'Baiki, chef-lieu de La Lobaye.
L'article disait, entre autre, que "depuis l'arrivée du nouveau medecin-chef
de cet hopital, il y a plus de morts qu'avant et que ce dernier bénéficiait
de la protection du commissaire de police et du procureur de la république
qui se trouvent être ses proches parents".

Ngokpele avait été arrêté le 18 mai et gardé dans les locaux de la police à
Bangui avant d'être transféré à la maison d'arrêt de M'Baiki. Le 19 juin, le
journaliste a comparu devant le Tribunal de Grande Instance de M'Baiki où il
avait été requis contre lui trois mois d'emprisonnement ferme et une amende
de 250 000 francs CFA (environ 280 $US ; 250 euros).

Publication director sentenced to six months' imprisonment

(JED/IFEX) - On 26 June 2003, a court in La Lobaye, a city located 105
kilometres from Bangui, the capital, sentenced Michel Ngokpele, publication
director of the Bangui-based newspaper "Le quotidien de Bangui", to six
months' imprisonment with no parole for "defamation by means of the press"
and "incitement to ethnic hatred".

According to JED's information, in mid-May, "Le quotidien de Bangui"
published an article about the misappropriation of funds at La Lobaye's
M'Baiki hospital. Among other things, the article said, "Since the arrival
of the new head doctor, there are more deaths at the hospital than
previously." The article also said, "The new doctor appears to be protected
by the chief of police and state prosecutor, to whom he happens to be
related."

Ngokpele was arrested on 18 May. He was first detained at the Bangui police
station before being transferred to M'Baiki prison. The journalist appeared
before the M'Baiki High Court on 19 June. The prosecution had sought a
three-month prison sentence and 250,000 CFA franc (approx. US$280; 250
euros) fine.
