The ESA CIP is an initiative of the Catalysing Access to Information and Communications Technologies in Africa programme. It is a new Centre dedicated to increasing the capacity of East and Southern African stakeholders to participate in international information and communications technology (ICT) policy-making and is being launched in Kampala, Uganda in April 2004.
