Democracy Building and Sustainable Political Change
The Westminster Foundation for Democracy works to achieve sustainable political change in emerging democracies. It is an agency of the Foreign and Commonwealth Office and works closely with the Westminster political parties. Established in 1992, the Foundation is now transforming itself to become an international leader in its field, working in some of the most challenging settings in the world.

Programme Director Africa Reference PDA to £50,725
Candidates for this senior post will have a thorough knowledge of the current political environment in Africa, and the challenges of democratic development in that continent. Experience in sub-Saharan Africa, and exposure to wider international development issues, will be particularly important.
Experience in managing substantial programmes relevant to WFD’s interests will be vital. This should ideally encompass both programme management and grant making as well as management of field operations from a European base (including resource and HR management), and working with partner organisations. Experience in securing substantial funding, particularly from public and trust/foundation sources, will be essential. Candidates should demonstrate the ability to write concisely and persuasively, and to analyse a wide range of project and programme proposals.
Other requirements include intellect of a high order, strong interpersonal skills, resilience and flexibility, and first hand experience of working with other cultures. Uncompromising standards on quality and ethical practices are vital in a senior role of this kind in a UK public agency. The post will entail substantial travelling.
Salary on a scale up to £48,671. Other benefits include membership of the Principal Civil Service Pension Scheme.

Programme Manager, Africa Reference PMA To c£36,885
Candidates will have a thorough knowledge of the political environment in Africa combined with a detailed understanding of the challenges of democratic progress in the Southern and/or East Africa. First hand experience in international development programmes, where exposure to political development has been a central characteristic, is essential. Demonstrated ability to analyse project and programme proposals combined with first hand field management experience are both essential requirements.
Intellect combined with political judgement must be of a high order and will be evidenced by both educational attainment and demonstrable achievement in a directly relevant role. Excellent communication and interpersonal skills are essential, as is the ability to write concisely and persuasively. Knowledge of the Portuguese language, and another relevant language, will be a distinct advantage.
Other qualities will include flexibility to work in a small but growing organisation in a fast changing environment, and the resilience to manage a range of operational and administrative responsibilities. The willingness to contribute to the wider development of the Foundation’s work will also be essential.
Programme Manager, former Soviet Union Ref PME to £36,885
Candidates will have a thorough knowledge of the political environment in the states of the former Soviet Union combined with a detailed understanding of the challenges of democratic progress in the region. First hand experience in international development programmes, where exposure to political development has been a central characteristic, is essential. Demonstrated ability to analyse project and programme proposals combined with first hand field management experience are both essential requirements.
Intellect combined with political judgement must be of a high order and will be evidenced by both educational attainment and demonstrable achievement in a directly relevant role. Excellent communication and interpersonal skills are essential, as is the ability to write concisely and persuasively. Knowledge of the Russian language, and another relevant language, will be a distinct advantage.

Programme Officer, Africa & Rest of the World Ref PO to £30,330
Candidates will have excellent organisational and administrative skills and experience of IT including Excel and Database packages. The numerical competence is essential as is the ability to support the team in a range of operational and administrative responsibilities.
Excellent communication and interpersonal skills are essential, as is the ability to write concisely and persuasively. Knowledge of a relevant geographical region and a relevant language will be a distinct advantage.
Other qualities will include flexibility to work in a small but growing organisation in a fast changing environment, and ability to work to competing deadlines. The willingness to contribute to the wider development of the Foundation’s work will also be essential.
