"It is 18 years since this camp was created," Uganda's Minister of State for Disaster Preparedness Christine Aporu said, as she gazed over the densely packed expanse of mud and grass huts of which the camp consists. "Many of the children who grew up here have never known anything but camp life," Aporu, who had accompanied top World Food Programme (WFP) officials, including its deputy executive director, Sheila Sisulu, on a visit to the camp last week, added.
