"Though the number of universities has proliferated, teaching quality is often poor (with low salaries and 'brain drain' being contributing factors), and public spending on universities is often small. Equipment and support resources are also lacking. With a Millennium Development Goal focusing on universal primary education, in a few years there will be a crucial need for more and better universities to cater for a more educated population."
