The two top teams spearheading reforms to the Constitution have fallen out -only moments after meeting for the first time. The split led to the Parliamentary Committee on Justice and Constitutional Affairs proposing that they alone should focus on agreeing a draft of minimum reforms that could be enacted before the next General Election.
