JOB DESCRIPTION
Under the supervision of the Director General, he/she i) is in charge of the planning and of the implementation of tools for the monitoring and evaluation of all activities; ii) ensures that the activities of the thematic programmes and technical departments are daily conducted and developed in accordance with the pluriannual strategic plan and the annual workplans; iii) ensures the engagements towards PIWA's Ordinary General Assembly, donors and partners are honoured; iv) leads a team of 5 to 6 themed programmes and technical departments coordinators.
MAIN DUTIES
- Coordinate the elaboration and the mid-course participative review of the workplan and of the annual budget
- Organize and lead the operational planning and programming works.
- Supervise and assist the programmes coordinators in setting out their respective programmes in the framework of the annual workplan and of the specific requests for financing.
- Contribute to the programmes' fundraising activities.
- Write the general programmes of activities and annual reports for each donor that are to be submitted to the General Direction, the General Assembly and to donors according to the required standards.
- Put in place effective integrated tools and mechanisms of projects' monitoring/evaluation for all PIWA's programmes.
- Propose and set operational tools for the coordination of activities (instrument panel, periodical meetings, reports, etc.).
- Contribute to the strict respect, by the staff, of obligations inherent to the implementation of activities (respect of contracts terms, of delays, budgets etc.).
- Proceed to the coordinators' individual evaluation in relationship with the institutional development officer.
- Promote and organize the good circulation of information.
QUALIFICATIONS AND PROFILE
- Postgraduate degree (Master's degree and more) in project management, international development, management, political sciences.
- Minimum 7 years of relevant working experience, of which at least 5 years at a similar position preferably in Africa.
- Command of concepts and management tools of development projects.
- Ability to elaborate and monitor management tools and instrument panels for complex activities.
- Familiarity with the media sector and communication issues in West Africa will be an asset.
- Excellent skills in written and oral expression, in conducting meetings and in public presentation.
- Command of the computer tool (Office suite) and of the internet.
- Excellent level in French or English with proficiency in the other language and ability to work in a multicultural and mixed environment.
- As a real on-man/woman band, the applicant must prove to possess tested capacities to daily lead a team, manage it and negotiate; excellent capacities of adaptation, to be practical minded, result-oriented and used to synthesise and to solving problems. Dynamic, the applicant is also used to working under pressure.
