Cyber-dissident reportedly arrested in Tobruk

(RSF/IFEX) - RSF has called for the release of cyber-dissident Abdel Razak
Al Mansouri, whose arrest on 12 January 2005 has just been reported. He
criticised the Libyan government on a United Kingdom (UK)-based website.
There has been no word of him since his detention.

"The authorities already control all the traditional media and now they are
trying to gag the Internet, the last window on the outside world still
accessible to Libyan citizens. This is a major blow for human rights
activists who have found the Internet to be an effective tool for gathering
and disseminating information," RSF said.

Al Mansouri's arrest has not been confirmed by the authorities. It
reportedly took place on the evening of 12 January in the eastern city of
Tobruk. He is believed to have been transferred to a prison in Tripoli two
days later. His family has had no news of him since his arrest.

Al Mansouri began posting articles on the UK-based website
http://www.akhbar-libya.com in 2004. A 52-year-old bookseller, he wrote
about social issues and criticised human rights violations by the Libyan
authorities.

Libya, which is ranked 154th in RSF's classification of 167 countries
according to their respect for press freedom, has developed Internet
services quickly in the past five years. The Arabic Network for Human Rights
Information (http://www.hrinfo.net) estimates that the country now has about
one million Internet users.

Un cyberdissident arrêté dans l'est du pays

(RSF/IFEX) - Abdel Razak Al Mansouri aurait été arrêté, le 12 janvier 2005,
pour avoir publié des articles critiquant le gouvernement libyen sur un site
Internet basé à l'étranger. RSF demande la libération du cyberdissident,
dont on est sans nouvelles depuis son interpellation.

"Les autorités, qui contrôlent déjà l'ensemble des médias traditionnels,
cherchent aujourd'hui à museler le Réseau, la dernière fenêtre vers
l'étranger encore accessible aux citoyens libyens. C'est un coup dur pour
les défenseurs des droits de l'homme qui avaient trouvé en Internet un outil
efficace pour diffuser et récolter de l'information", a déclaré
l'organisation.

L'arrestation d'Al Mansouri, qui n'a pas été confirmée officiellement,
aurait eu lieu à Tobrouk (est du pays) dans la soirée du 12 janvier. Deux
jours plus tard, il aurait été transféré par les services de sécurité dans
une prison de Tripoli. Sa famille n'a aucune nouvelle de lui depuis son
arrestation.

Le libraire, âgé de 52 ans, avait commencé à écrire en 2004 sur le site
http://www.akhbar-libya.com, basé au Royaume-Uni. Dans ses articles, il
abordait des sujets sociaux et dénonçait les atteintes aux droits de l'homme
commises par les autorités libyennes.

La Libye, 154e sur 167 du classement mondial sur la liberté de la presse de
RSF, a développé rapidement Internet ces cinq dernières années et compterait
aujourd'hui, selon le réseau Arabic Network for Human Rights Information
(http://www.hrinfo.net), près d'un million d'internautes.
